The prefect is responsible for the PPI: it is the operational response of the authorities (specific ORSEC plan) when the disaster exceeds the limits of the site. PPI siren alerts to populations are the responsibility of the operator, under the authority of the prefect. PPI alerts must ensure the protection of employees, local residents and the environment within the PPI perimeter. When triggered, the national alert signal must be audible at any point within the PPI perimeter. The PPI alert system must be operational 24 hours a day regardless of events (power outages, damaged telephone networks, component failures, etc.), and can be monitored in real time.
